Dave Budd
Dave is a Senior Technology Leader recognized for leading large, multidisciplinary organizations and building state-of-the-art, multimillion-dollar systems. After successfully applying these skills in the Finance and Aerospace industries, he is now sharing his expertise through advising and consulting.
At the Financial Industry Regulatory Authority (FINRA), Dave led the rebuilding of a client Exchange’s entire technology suite onto FINRA’s Cloud Platform. In this capacity, he brought together technology, business, and legal teams from two companies to develop (and successfully complete) an 18-month Implementation Plan, covering everything from desktop technology to providing technology for three distinct FINRA businesses: Market Regulation, Transparency Services, and Financial Crimes Detection. Dave built unprecedented, successful partnerships with Executive-level management in these three areas, and was lauded for inspiring outstanding collaboration across multiple geographical locations,
Before joining FINRA, Dave led several engineering organizations through successive mergers in the spacecraft industry, successfully combining teams with initially-disparate skills and corporate cultures. Through 14 years at RCA GE, Martin Marietta, and Lockheed Martin, Dave specialized in System Engineering, leading multidisciplinary teams in creating designs for winning new business.
Dave’s contributions have extended to advocacy and action in workplace Diversity, Equity, and Inclusion. He has been an active Employee Resource Group (ERG) Executive Sponsor and member of FINRA’s Racial Justice Task Force. As a founding member of FINRA’s Women-in-Technology initiative, he spearheaded several groundbreaking initiatives.
Beyond management in Engineering, Dave has served in several governance capacities in Episcopal church parishes – notably as Chair of a Long-Range Planning Task Force, and as Warden of the Vestry (i.e., Chair of the Governing Board). In these roles, he defined and addressed challenges in capital fundraising, hiring and succession, community relations, Diocesan relations, and planned growth.
Dave earned a BSE in Mechanical and Aerospace Engineering (Magna Cum Laude) from Princeton University, and a MS in Mechanical Engineering from Stanford University. He completed formal training programs at GE’s Management Development Institute (Crotonville, NY), and at the FINRA Leadership Development Program @Wharton (University of Pennsylvania).
